Department of Defense (DoD) Social Security Number (SSN) Reduction Plan

DoDI 1000.30, Reduction of SSN Use Within DoD (effective August 1, 2012, and replacing DTM 07-015), establishes DoD policy and assigns responsibilities for SSN reduction within DoD. The DoDI and underlying DoD policies on SSN reduction do not prohibit the continued collection and use of SSNs by DoD and DoD Components. Rather, it requires system owners to review all uses of both complete and truncated SSNs in their systems and, to the extent required under DoDI 1000.30, develop plans to eliminate the uses. DoD systems that must use SSNs in order to accomplish their essential functions may continue to do so if the system owner justifies the continuing use of SSNs under one of the approved use cases set forth in DoDI 1000.30. That justification is to be in the form of a memorandum for the record (MFR) prepared by the system manager and forwarded to the DoD Component privacy officer for review prior to the MFR being signed on behalf of the DoD Component. DoDI 1000.30 sets out the requirements for each of the acceptable use cases as well as the supporting documentation and materials to be submitted with the MFR.
