The Secretary of the Department of Health and Human Services (HHS) named the Council for Affordable Quality Healthcare (CAQH) Committee on Operating Rules for Information Exchange (CORE) as the authoring entity for the remaining Health Insurance Portability and Accountability Act (HIPAA) transactions. This issue summarizes the Secretary’s expectations of the National Committee on Vital and Health Statistics (NCVHS) and CAQH/CORE. Additionally, this issue highlights the activities of the Military Health System in regards to implementing the Operating Rules.

August 2012
This issue summarizes the Interim Final Rule with comment period published by the Department of Health and Human Services (HHS) on August 10, 2012, entitled “Administrative Simplification: Adoption of Operating Rules for Health Care Electronic Funds Transfers (EFT) and Remittance Advice (RA) Transactions.” HHS is required to adopt operating rules and standards for all HIPAA transactions. The compliance date for the EFT/RA transaction standards and operating rules is January 1, 2014.

May 2012
This issue summarizes the Department of Health and Human Services' (HHS) preparation for a proposed rule for Health Care Claims Attachments. A requirement of the Patient Protection Affordable Care Act (ACA) directs HHS to issue a rule no later than January 1, 2014 with a compliance date of no later than January 1, 2016. March 2012
This issue summarizes the Centers for Medicare & Medicaid Services (CMS) Office of E-Health Standards and Services (OESS) announcement that it will extend the discretionary enforcement period for compliance with HIPAA X12 5010, National Council for Prescription Drug Programs (NCPDP) D.0 and NCPDP 3.0 transactions.
