RAPIDS ISSUANCE SITES

Services Available: Process Common Access Card (CAC) for DoD civilians, DoD eligible contract support personnel and all branches of the military. This site cannot process identification (ID) cards for retired military or dependents.

Requirements for an OCONUS CAC: Certain categories of DoD Contractors deploying to the Southwest Asia AOR are eligible for a Common Access Card (CAC) with a Geneva Conventions condition. These contractors are referred to as Contingency Contractors (or sometimes as Contractors Authorized to Accompany the Forces). There are new requirements for the documentation that DoD Contingency Contractors must possess in order to distinguish their eligibility for the Geneva Conventions condition.

RAPIDS Issuance sites will ONLY accept a Letter of Authorization (LOA) that has been issued by the Synchronized Predeployment and Operational Tracker (SPOT) system. Within the SPOT generated LOA, the "DoDI Essential" block (under the "Privileges" section) must be checked in order for the Contractor to be eligible for the Geneva Conventions condition."

What to bring to your appointment:

  • No paperwork is necessary for military and civilian personnel.
  • Contractor support personnel must be in the Contractor Verification System (CVS).
  • ALL personnel must bring two forms of approved Federal, state or local ID, one of which must be a photo-ID, e.g. driver’s license, unexpired US passport. A current or expired CAC is considered a valid form of ID. Contact the Rapid Site for a list of valid forms of identification.
  • Your government or corporate e-mail address
  • A 6 to 8 digit PIN number of your selection
