General Questions About The Survey

What is the Health Care Survey of DoD Beneficiaries? What is the purpose of the survey? How will the data be used?
This survey is officially called the Health Care Survey of Department of Defense Beneficiaries or the HCSDB for short. It is a Congressionally directed survey that asks a random sample of eligible military beneficiaries to comment on their health, the use of health care services, and their level of satisfaction with their health care services over the past 12 months. The data helps Tricare Management Activity (TMA) to improve the quality of health care provided to military beneficiaries.

Will results of this survey be made available?
Yes, results from this survey are publicly available on the TRICARE web site at http://www.tricare.osd.mil .

Didn't I answer this survey last year? Is this the same survey?
If you were selected for the survey again this year, it is due to chance (your name was picked at random).

What is the TRICARE Management Activity (TMA)?
The TRICARE Management Activity is a federal agency that administers the Military Health System. It has the overall responsibility for ensuring the success of TRICARE through operational, procedural, financial, and marketing activities. TMA's goal is to improve and protect the health of its military beneficiaries. In addition to providing health care services, TMA also conducts a number of quality-focused activities, including surveys like this one.

What is the authority/sponsor for this study?
TRICARE Management Activity has contracted with a survey firm called Synovate, Inc. to collect this information. This survey was approved by the Defense Management Data Center, the official federal organization who oversights all surveys.

Who is Synovate? Are you (they) the TRICARE Management Activity (TMA)? If the TRICARE Management Activity is administering the survey, then why are you (not TMA) calling me?
Synovate, Inc. is an independent survey research firm. TMA has contracted with Synovate to help conduct this survey.

How long will this take (to complete the survey)?
The survey will take about 20 minutes to complete.

I don't want to buy anything.
We're not selling anything and we're not asking for money. This is an important survey sponsored by the Department of Defense/TRICARE Management Activity (Health Affairs).

What questions will I be asked?
The questions are mainly about your satisfaction with your experience with healthcare services in the past 12 months.

How did you get my name? How was I chosen for the survey?
You were selected randomly from among all of the eligible military beneficiaries who are enrolled in DEERS.

Concerns/Fears About Participating

I don't want to answer a lot of personal questions.
This is a very important survey, and your answers will help the Department of Defense find out how the care you are currently receiving. You can skip any question that you don't want to answer. Also, your answers will remain confidential and no information reported will ever identify you based on your answer.

I don't think I'm the person you want to speak to because (I haven't been sick/ I am sick all the time/I'm too old/etc.)
It is important that we have the opportunity to hear from all military beneficiaries selected for the survey, regardless of their age or health or from where they get their healthcare. That way, we'll know how well we're serving all of the different needs of our beneficiaries.

Do I have to complete the survey? What happens if I don't? Why should I?
You are not required to answer the survey. Your participation is voluntary. There are absolutely no penalties for not participating. But it is a very important survey and your answers will help us to ensure that military beneficiaries receive the highest quality of care. Your answers to the survey will have no effect on your benefits.

Will I get junk mail if I answer this survey?
No, you will not get any junk mail. Your name and address will be kept absolutely confidential and will not be seen by anyone other than the research staff.

Who will see my answers? What happens to my answers?
We are required by law not to reveal any information that can identify you other than to persons directly involved with the study. Study results will be published only as statistical totals and will be used by TRICARE to improve the effectiveness and format of information it makes available to its health plan beneficiaries. No information that would permit the identification of any individual will be released or published. Your answers will be kept absolutely confidential and will not be seen by anyone other than the research staff. Published reports will not show any names or individual answers.

Will my responses affect my benefits?
No. Your answers will not affect your benefits in any way.

Will my doctor be affected by my answers?
After the study is completed, a report on the findings will be made available to the Department of Defense/TRICARE Management Activity. The Department will use this information to improve the care provided to all the military beneficiaries that they serve.

What if I can't complete the survey by myself?
If you are unable to complete the survey, please put a short note on the questionnaire telling us, and return it in the enclosed postage-paid envelope. Only you can report your experiences; if there is a question you cannot answer, we can skip it.

How can you tell I didn't return the first questionnaire?
Each case has been assigned an identification number that allows us to keep track of which respondents have returned a completed questionnaire. The names and addresses are stored separately from the answers to the survey questions; so that once you have completed the questionnaire your answers are not associated with your name.

Where do I put my name and address on the questionnaire?
You should not write your name or address anywhere on the questionnaire. Each case has been assigned an identification number that allows us to keep track of which respondents have returned a completed questionnaire.

Should I answer the questions if I do not use TRICARE?
Yes, we need to hear from everyone, even if they haven't yet used any health services.

Is there a deadline to fill out the survey?
Since we need to contact so many people, it would really help if you could return it within the next seven days.

Questions About Eligibility For The Study

You say I am a TRICARE Beneficiary. How do I know I am? / What is a "beneficiary"?
All active duty military, active duty family members, and military retirees and their families are TRICARE beneficiaries under the Department of Defense's managed health care program. In addition, activated reserve members and their family members are TRICARE beneficiaries. As a beneficiary, you are entitled to receive medical care under one or more of the following TRICARE plans: TRICARE Prime, TRICARE Extra, TRICARE Standard (formerly called CHAMPUS), TRICARE Prime Remote, or TRICARE for Life.

Where can I get information about TRICARE?
The TRICARE web site address is www.tricare.osd.mil or you may call the TRICARE information center at 1-888-DOD-Care (1-888-363-2273).
