Program Budget & Execution Division
The Program, Budget and Execution Division (PB&E) is responsible for programming, budgeting and managing the execution of funds under the authority and direction of the Chief Financial Officer, TRICARE Management Activity (TMA) and the Deputy Assistant Secretary of Defense (Health Budgets and Financial Policy) (DASD, HB&FP). PB&E supports the Military Health System (MHS) strategic objective to obtain appropriate resources to accomplish the mission by preparation of the Defense Health Program (DHP) Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President's Budget (PB). PB&E also supports the MHS strategic objective to optimize the stewardship of resources, to include providing visibility and accountability of resources by managing the execution of DHP resources through the life of the appropriation and for the five subsequent fiscal years. PB&E is responsible for formulating the formal program and budget documents for the DHP resourced components including, the medical services of the Army, Navy and Air Force Military Departments, TMA and the Joint Task Force, National Capital Region; and for making recommendations on resource allocation issues among components. PB&E is the functional proponent for the Military Health System (MHS) Resource Management Steering Committee (RMSC).
