About the UBO

The Defense Health Agency (DHA) Uniform Business Office (UBO) Program Office is responsible for setting policy and providing program oversight for the Military Health System's (MHS’s) three health care cost recovery programs and providing overall revenue cycle direction. The Services and NCR Medical Directorate establish and operate UBO offices at Defense Health Program (DHP) fixed Military Treatment Facilities (MTFs) throughout the world that administer Third Party Collections (TPC), Medical Services Account (MSA), and Medical Affirmative Claim (MAC) Programs. UBO offices focus on ensuring that billable services are identified; payer information is available; accurate and complete claims are generated; and appropriate collections are received. Together, the three cost recovery programs provide the business processes for cost recovery including collections control, accounts receivable, and deposits.
