Network Adequacy Oversight Activities Across the Military Health System

Objective: The objective of this review was to describe and document network adequacy oversight activities (monitoring and measurement procedures) across the Military Health System. The TRICARE civilian provider network complements care delivered by military treatment facilities (MTFs) and is administered through regional health care services support (HCSS) contractors (referred to as managed care support contractors). This review was prompted by a 2003 Government Accountability Office (GAO) review of oversight of the adequacy of the TRICARE civilian provider network as well as planning for contractual requirements in the next round of contracts.
