Health Care Services Provided to Dually Eligible Beneficiaries - Phase II

Objective: This is the second phase of a study looking at beneficiaries eligible for TRICARE for Life are also eligible for Medicare and some are also eligible for care at Veterans Health Affairs facilities. Current funding policies result in each funding agency viewing dual eligible's independently. The objectives of the project are to: describe the current cost of health services provided to TFL beneficiaries across all three programs and in the aggregate using descriptive and multivariate analyses; compare rates of avoidable hospitalizations across the TFL population based on where care is predominately obtained; and develop alternative policies that might be considered in restructuring the flow of federal funds to support the costs of care provided to these beneficiaries.
